They look underfed, and overwatered to me. Possibly some lockout if you have fertilizer in the soil. Check the ph of the water you are supplying. Plan on 6.0-6.8 PH for soil. And only water once the top layer dries out.
Not much info on type of seeds, strain, medium etc. but buds do not appear until the plant is mature enough (6-8 weeks from seed in my exp) to flower and placed under 12/12 lights assuming this is not an auto flower.
