New plants with white'ish spots - Please Help!

I see many questions about brown and/or yellow spots but what about white spots?
Perhaps a mold? If so, what conditions cause such mold?
Spots don't move but could it still be mealybugs?
1 pot kept outside that receives about 5 hours of direct sun, the rest in daylight.
I let pot get very dry before watering.
Not using nutrients yet because I'm still learning about what works best.
Any advice will be much appreciated.

No. Safer has a couple other products, soap and the 3-in-1, that will. Both neem and Spinosad will take care of them as well as beneficials like ladybugs and lacewings. Chances are if you’re outside you’ll see em. Unless they get out of hand they’re normally not a big deal.
DE will whack em.

Diatomaceous Earth kills them the say way burying you in broken glass would. Cuts their bodies. They dry out. They make a thing to spray the dust on them directly aswell. it's very effective. Don't breathe the dust. But it's totally safe.

THANK YOU for ALL the replies. I've s|n thrips outside but haven't seen them on the plants. Tried putting paper beneath them & gave it a small shake. Nothing. Haven't seen any bugs. I'm going to follow your advice anyway & will post updates. Thanks all! Great answers.
