Yeah backing off the light may help but may not. If leaves start praying alot all day you know they reaching for that light. Your light was probably too close but that may not be the reason for growth problems and if that is three weeks from popping seeds you don't have a problem imo. So first I would say patience if that is really week three from seed popping.
Cause could be over or under watering, stress from topping /lst, or lights like you said or something else. If it is lights I would suggest getting the poor man's par meter, uni t lux reader from amazon and free ppfd app, I'm not a big fan of going by distance, Its good to know par at each square of my tent so no guessing Then you know for sure if too much light but plants will show signs anyway like canoeing, curled up tips cannot tell if your plants showing signs.
A healthy plant with even canopy, a lot of tops is better than tall in my opinion. Once I have the canopy I want with top count and eveneness I flip. I don't really pay attention to height other than don't want too tall. I spend close to 7 weeks total of seedling/clone and veg. Probably dont answer your question but hope it helps.
