New buds on ripe flowers!

These are in week 9. Photo Maui wowie.
I have a theory as to why I have flowers that have generated new buds/calyx in week 9 of flower. These have appeared on several flowers BTW. I flushed the plants well 10 days ago. It was after this that these little bud tips were noticed growing. All the cola are good size and I feel like I did a fairly good job growing.
My guess is that the plants were locked out during the last week of feeding and the flushing unlocked the nutes. Is this a viable possibility? What else might cause "late budding"?

I should have mentioned that I raised the lights and the burn was there 2 weeks ago.
Regardless this doesn't explain the buds right?
 
So whats the distance from the tops of tour plants and the lights? You mentioned the light burn was there 2 weeks ago, so makes sense that the foxtailing is happening.

What lux do you have on it now? 60k should be a good number i did 80k plant survived but foxtailed
 
The lights are about 15" above the plants. I try to keep 800 PAR at the tops. This plant was under a new/used light that's 200 watts and has an additional set of LEDs for bloom and a "Bloom" switch that I turned off when I saw the burn. Since raising and lowering the intensity I haven't noticed additional damage.
I'm at the end of the flowering cycle so I'm not too bothered by this.
