Genetic diversity. The tall one can be steered as well as the short one using light.
My widows did this bullshit. By 3 week veg it was under light 20% higher than the short fat and it's a constant battle but you can tame that presentation. It's closer now in flower and there is still a 5 inch difference in hight but at least it was manageable.
