So will Americans have to buy seeds internationally after November 2026?

Section 781, from my best understanding, aims to change what is classified as hemp along with the seeds and ban them federally effective on November 13th of 2026.

Does this mean that American seed banks such as dcseedexchange and others based on the US, will shutdown and would we then have to buy seeds from Canada or even Europe?

I'm not suggesting it would be a complete legal workaround, but I'm thinking that seed banks can set up a fixed business location in each legalized or medical use state, and seeds would only be shipped in-state and not across state lines. Unfortunately, this puts a choke point on genetic diversification. Assuming everything is face value, if I were a seed company that's what I would do... Set up branches in legal states and move all my genetics around to where those branches will open RIGHT NOW before November, when the iron curtain closes. Because after then they won't be able to move their seeds across state lines even internally. The world isn't coming to an end. It's just changing. Some good (federal guidelines changed), and some bad (farm bill loophole closed).

Doesn't change anything. Once it hits the shores it's federal and can not be shipped via common carrier. Even intrastate commerce, because of the "flow" rules, are largely subject to Federal prohibitions.
 
I don't know who needs to hear this but the Rose Parade floats are constructed not only with flower petals, but also seeds. 😎🀣
