I've posted the same thread over at Grasscity, hopefully someone with more experience than myself has encountered this before. I'm currently treating it as PWM (neem oil mixture) but maybe I should be doing something else?

Perlite, they're outdoor but in 6 gallon buckets.

I know, I know, WPM right? Here's why I'm posting. I've experienced WPM over the years but this seems different. It isn't powdery/fluffy and it doesn't rub off using a sponge and water. Some of the spots are near perfect small circles, weird no? P.S. This is an outdoor soil grow in SW Ontario...
