I would say yes the light way to much. That seedling is only thinking one thing, gets it roots set,(growing). Soil should be "damp" not soaked. Think light fluff soil, wet heavy soil can impead hardy root growth. Trun the light down lower the light close enough not to brunt or heat to leaves...
