That is a veg light I use two of them in my 2x4 and have no problem if you want to bud your plant get a tsl2000 or tsw2000 quantum board if you don't like the fact that they are made in China buy spider farm light usa made but to call all lights junk just shows you don't have a open mind

It's not bugs the sp250 is a strong light take it to 24 in above plants I use mars lights for veg and bud rooms there a strong light if it was me I would put light at 24 to 28 inches above plants and make sure there is a lot of airflow across the top of my plants people don't have the air flow...
