are those pots on the cement floor? as the cement balcony probably got/gets cold at night as well,..

that stem rot is damping off,. so really the cold and possibly the watering with that one plant was too much for it to handle,.. otherwise if the others are fine than your good, no worries of pest or disease,.. what kind are you growing?

not sure about them, looks like every single picture advertising the landrace heirloom seeds, the plants look to be grown by a 5 yr old,.. burnt tips, over fed, under fed, so on,. i wouldn’t trust them,.

how often do you water?

even though they are in bags and roots can air prune, they likely started flowering from them sensing the roots becoming root bound,.. unless your at 14 hours or less of light than that will trigger flowering also,. if you went from 18/6 to 15/9 in 2 weeks time give or take that can also...
