You are correct in questioning the water, I have well water and had similar issues. I cut the cal/mag out of the regimen completely. I found a pinch of Epsom salt and some ph down fixed my problem. Not saying its a cure all... but its cheap thing to try.

Just be careful with the humidity... it will mold fast!... airflow is your friend! So if you can have a fan going on it if you are going to use the basement...I'd hate to see your work go to waste.
