I could be wrong but I'm thinking it's a fungal infection. 50/50 peroxide right on a couple times May take care of it and keep it dry shake the excess off of it and I usually break those dead ends off and sometimes I'll leave so they don't get wet and hold moisture. But it's tough to diagnose it...
