With that light , think plant, not plants and just realize you'll have to do a great deal of training to expose as many bud sites as possible to very little light intensity. And keep your light and expectations low.

I don't understand why you told the op he needs at least 250 w to grow anything. Thats just wrong dude. With 250w I could grow 2-3lbs /year in a 2x4 if I wanted.

I would use the 45 watt as a seedling starter light. In fact I have one and I do use it for that sometimes.
