In my limited experience small seeds don't determine the end size of a plant imo.

small seeds = small plants is bullshit. no you fckd up during the grow.
sativa naturally has smaller seeds and grows larger any day

Small seeds could be underdeveloped or nutrient deprived (but if they pop who cares?) or it could all genetic. Some of the African sativas I have grown are really small as are some of the Southeast asia seeds while Himalayan seeds seem to take the cake on size.

Some genetics produce small seeds while others produce large seeds. Both are very important in their own ways. That's what makes cannabis so amazing and grows friendly around the world. Just remember the tiny seeds don't do well when there's a lot of soil on top of them. They need to be planted shallowly compared to a large seed. I've had tiny seed grow into giant plants that were very potent.

When people have low germination rates using little seeds they are doing something wrong. Nine out of ten times the problem comes from planting them too deep or over-watering them after they sprout. That's why it's so important to use small containers to "sprout tiny seed in" and weigh them. If you write the dry weight on top of the cup and after planting the wet weight you can best manage the water intake. You can watch the water leave the cups with scales.
