At least stick your nose in there with a loop and manipulate it so you can see the inside! You might find something alive in there! Some caterpillars and some spiders will make their homes out of leaves! Or it could just be a little new growth or new bud wonking out a little! Just two cents!

I just had this issue a few weeks ago, there is a little caterpillar wrapped in those leaves. They are making it moist and wrapping themselves up in those leaves. I just unwrapped the leaves and sprayed the plant with BT. My plant looks good and have not had anymore of these caterpillars anymore.

Most likely a caterpillar in there, if you're lucky it' a spider. Just tease it open and remove the caterpillar. You look like you're getting a few preflowers, but that is not a bud forming, it's a critter.

Just a general reminder that bacillus-t and spinosad are not contact killers, they are preventative agents. Pests won't die until they ingest some of the bacteria. If you've been hit and you're treating, remove the caterpillars you find and wipe away any egg sacs you see stuck to the underside of the leaves.

Keep an eye out for moths/butterfly's, they lay the eggs that turn into caterpillars.
