They are cannabis plants but they are in tough shape. What are you feeding then and what are they planted in?

Looking way way over fed and possibly need up potted.

my nephew gave me these I think he over fertilize them all so I should repot them in better soil

They are revegging is why. Either taken from flowering plants or can happen when a Plant gets super root bound.
