in all honesty I think it would be a great idea because they wouldn't be such dicks when dealing with stoners. I also think that it would make herb a doorway drug because then they would have to try crack, heroin, speed, shrooms, acid, peyote(if they are on indian land)....etc etc

In my East Coast neighborhood they were known for taking your stash, money and maybe tuning you up (if it wasn't what they expected).
