If I make a tincture with flower and alcohol, then distill it in an air atill, then put the "oil" in a boiling water bath to evaporate the last of the alcohol will the boiling water decarb the "oil" too?

Cooling phase is irrelevant. Decarboxylation is heat-triggered, so once the THCA converts, it's done. You aren't losing potency unless you hit combustion temps. If you're overthinking the chemical stability or how esters impact the oil's profile, it's a non-issue here. Batch is fine.

At 212F (h2o - 100c boiling point), and with an extended period of time, the oil would decarb somewhat.

Fully decarbed? Likely not. And also, it would take longer to fully decarb....... if it did.

If your goal is to dab, vape, or smoke the extract, then dont worry about decarbing. Only decarb if you intend to use the concentrate orally, for edibles or for tinctures.

Decarbing ruins the terps and makes the bud taste like shit if decarbing flower.

A few years ago, I actually added the extract directly to boiling water as an experiment. The goal was to fully purge the extract, and attempt to remove anything water soluble. Mixed results. Recovery was a bit of a mess. I ended up freezing the solution to try and separate it. Didnt do it again.
