I've seen a lot of different ideas online. using misters seem like too much trouble. how do you get enough water on the roots if they're above water? Do the bubbles allow enough? Idk I'm fried so i might not be that clear in what im tryna say but...
I'm trying to reuse old stuff, but I'm a little worried my little pump will be able to allow enough oxygen. That said, should i keep the roots above the water? or submerged? If the bubbler isnt strong enough shoud i submerge vs leave above water?

Ya, I kept mine submerged about 1/4- 1/2"submerge just the tips if your pump and airstone can't dampen the stem. Usually the air bubbles break the surface and splash water onto the stem so you wouldn't want to submerge it. if you submerge the stem, root will grow close to the water line when it roots.
