To me, it makes good sense to pH down or up FIRST to get the right environment to then add your nutrients. I believe that would maximize nutrient uptake. But I can't remember if nutes decrease pH or not so maybe this is why most people blast their feed with acid/base after adding nutes.
 
It depends on what type of nutrients you're using.Most use NPK lines and ph'ing after doesn't hurt anything.
If using something organic that contains microbial life then you have to be more careful as large ph swings can kill beneficial microbes.I use nectar which is calcium based nutrient and the bonemeal from the herculean harvest drops the ph drastically so I usually add herculean to my water first then bring the ph up before adding the rest of my nutes.
 
Depends what your adding. If it’s acidic ph will go down if it’s alkaline ph will go up. Usually nutes should drop ph just a bit. To end on the slightly acidic side. I mean 3 part nute mixes.
