I have a small pond also.If it isn't near a water source, it can take years. Be patient.
I wish I could get them to hangout in my garden.I too had one up for years and i lived on a river at my old place. They never used it but they sure made a home hanging inside the garage right at the entrance to my kitchen door. Hung there every night heard them scratching on the door trying to get comfortable. Daughter would forget sometimes and swing the door wide open to go down into the garage to laundry room and they'd drop in to the kitchen/living room and just freak out the kids. Then we'd have to leave open all the outside doors so that they'd escape eventually.
Sometimes I see some flying around. But I have never found them in my garden.Do you sit out in your garden at night? If you have a pond that is close (¼ mile or less), I'd be shocked they aren't in your garden. Try and research to see if you have some things going on that they strongly dislike. Sounds to me like you've got ¾ of what they do like with having a water source that isn't just a fountain.
