That doesn't look good to me. Looks like possibly a mosaic virus.
 
I think it could be a number of things
Over fertilization not being one of them
 
Most likely bugs and or diseases
Your nitrogen levels look just fine
Soon I put a little chemistry can and this is how to fix the problem? 3-4 days before I put chemistry and since then has become so.
 
Are you using the hose to water the plant? Is it outside in the ground?
Yes it's outside... I know... Is it in a pot or the ground?
 
What can I do to fix it? I think it's a lot of fertilization.
It is not overfertilized in my opinion. Unfortunately, there is no cure for mosaic virus, or for any viruses for that matter. Milk will help with disinfection and prevention in spreading the disease, unfortunately that plant is outdoors where all sorts of insects can vector the disease to and from the plant in question.

It doesn't look very bad, fortunately, so you may be able to get a good harvest from it. I've read other growers discuss using 'cal-mag' to help reverse the symptoms.
