I'm new here just figuring out this site, I have a question regarding most soil, what would cause the soil to NOT dry out? Root rot ? Nute deficiency? My plants look stunted and weak

Continuing on that thought, learn to gauge the moisture of the top three inches of the plants soil by inserting your finger to the second knuckle, feeling for dampness, and if your finger comes out clean. To weigh the pot figuratively by lifting it, to asses the amount of moisture present...with the assumption, the pot has sufficient drainage...
What growing medium are you using? Some mixes retain a lot of water, and a small plant doesn't take much water at all. The growing containers don't usually dry out on their own, relying on the plants to take up the water. Thats why it is very important to make sure that the roots aren't drowning due to poor soil drainage. I use Promix HP, which is impossible to overwater unless you water it several times daily. Roots need O2 to thrive and if there is too much water in the medium, the O2 can't get into the root zone. Post some pictures and it will help to make the correct diagnosis and get you back up and running.

I have been doing all these things, except I removed the drip pan to see if air would help. The new leaves start out great and then end up with this mottling on the leaves
I use fox farm, it already has perlite, I changed the pot, adding some fresh soil hoping it wasnt root rot.You keep saying pro mix cant be overwatered. It can easily be overwatered if a small plant is in a large pot.

it looks like calcium &/or phosphorous but you have other things going on too, over-watering, too much nutes that's causing whatever that condition is
When you get a over-watering and or some type of lockout condition like that everything affects everything else like a chain reaction and that's what you got going on, so can't simply say add more calcium for example, have to deal with the underlying issue
there's a list of questions here somewhere that I still can't find, if you can find it fill in all the info
if not list as much info as you can think of; how much you water, how often, PPM nutes, pH, runoff everything you can think of but best if you can find that checklist it's got to be on the introduction page I would think but I still can't find it?

if my gals had looked like urs did, just a month ago... never woulda made it. woulda killed em all, either by chance, or givin up growin. not to sound condescending, but I'm proud, man! great job!
