Help a novice identify disease!!!

A novice here, can anyone please help me identify what is wrong with this plant. Out of 9 seedlings in two growing trials, they germinated and grew totally fine for a week then 3 damped off from stem, and 6 died just like this one is dying. Same pattern.
can seeds contain some sort of mutation that causes this to happen?

Have you tried a different soil? That could be too packed with nutrients and it’s burning your plants possibly? I’m also a novice so I’m just spitting ideas here. They don’t need much water in the beginning as their roots aren’t very big so try not to over water. Have you tried different lighting? I Grew 2 seedlings under a blurple and 1 in my window sill using half ass light from the sun lol. That was all in some Walmart basic soil and I was using a little tap water and miracle grow. Not good lol but they lived. You could move your lights up maybe it’s burning the plant. How did you start your seeds? This isn’t recommended by a lot of growers but what I did was stuck them in wet paper towels in a zip lock in a dark spot for a few days until they grew taproots that were almost an inch long, then put the root down in the soil cover it up light water and let it do it’s thing
 
Dampening off tends to happen when there is too much water. I know I tend to over water at times, that could be what's happening with these too.

Sounds like your RH is too high if they're dampening off, are you keeping these in some sort of dome or covered with plastic or something? If so that may be the problem.

If not, a dehumidifier might be in your future.
 
That's not Damping Off - looks like Light and /or Nutrient Burn. How close amd what kind of lighting fixture, whats in the Soil? (back off light, transplant into corrective soil) seedlings dont need nutrients for at least 2 weeks....1 ounce of pH'd water every other day...
