I have never had this issue before. I tried 4 times to germinate seeds. (5 times now) I have been growing for decades and I have never had a problem with germinating seeds. I put 4 seeds in ph'd water. Let them sit in there for 48 hours. Usually, you will get a split, and sometimes a tap root doing that. After that, I would put it between wet paper towels for a couple of days. Tried it sitting on the plate twice. Tried it in a gallon bag twice. Out of 15 seeds. I have 1 plant and 1 that had a nice tap root I put in the soil today.
 
I had some seeds that wouldn’t pop using the conventional ways! I finally got pissed and just threw them in a cup of distilled water and put them in a kind of warm cabinet! They finally popped after four or five days underwater! Maybe you’ll get lucky that way. You have to check them three or four times a day to rescue them from drowning if they do pop. It may work.
 
I been experiencing this same issue and have tried reg water and recently distilled water and have had less 30% chance for germination. My last grow, planted 3 seeds in dirt coco husks and all 3 sprouted, sure I’m fucking something up using the water only method…

I store my seeds in the fridge in a glass container with a lid which is then wrapped in a black/green garbage bag. I've had the seeds I'm popping now 2 years since receiving them but I'm sure it's OLD seed.

The seeds are Johnny Blaze/ C99 which got put in water for 12 hours after which they were looking like regular seed (not a light white). I put them in paper towel and 3 out of 3 are popping. Already I don't expect them to be the biggest or strongest plants but the genetics are there.
 
I've never let seeds soak for 24 hrs in water....

I personally wet a paper towel... fold towel over seed... place in sealed plastic bag...and stand it vertically in a drawer...

Only time It didn't work was when seeds were actual duds
 
I never got the issue resolved so I just put a seed in each of two cups. 6 days later, I have two plants. I am never germinating again.

If that's a light above those plants... i would raise it... and don't give up on germination... once you get it...it's really easy...
 
Wet paper towel. Folded into a square. Seed inside the fold. Let paper towel sit in a dish with water just to the bottom fold. Store in a dark cabinet in 66-68 degrees. 3 days you are solid with a 1” root. This is how I like to do it and it works very well.

I have never had an issue with germination until recently. My brother has been having the same issue.

I have been doing that for decades, never had an issue before now.
 
There is something funky going on with them...however... they are not scrapped... they almost look overwatered
 
give mine just a 12 hour soak in 20:1 peroxide and water then into soil I put them on top of my microgreen shelf so they get the heat from those lights below them
I soak mine in 20:1 water / peroxide for 12 hours, then straight into soil, just put them somewhere warm, I keep them on a shelf on top of my microgreen lights usually they pop in about 24-72 hours most within the first 48

You just have to give them time not all seeds pop the same I also have been growing for some time and noticed some pop in 2 days some in 10 days so now I get some fine sand paper roll it up tape it and throw some seeds in shake for 30-40 seconds and put them in a bag with tissue and some 6.0 RO PH water with super thrive and peroxide hanging over a meat mat, bam 24 hours on some 48 with others, it has to be moist not wet and completely dark
