I’m no fan of neem oil it makes the trim useless as it will taste of neem oil.
The fruit fly’s maybe gnats in the soil the best way to deal with them are nematodes

The white spots I can’t see can you post a better view of the spots it would suggest bugs.
as much as I loathe neem oil it would of killed any bugs proper use would be to neem oil spay again in 3 days and again 3 days after that
Personally I would use predators that said a better view would actually help figure if you do have bugs before spaying anything

Never foliar spray in the sun or when the lights are on.I think I figured it out. I sprayed with neem oil in the morning like it said on bottle. My led light burned them I think.

You have too much N or nutrients in general, you have leaf burn and twisting going on. Too young. The brown spots could one of the following: nutrient burn, light burn when you sprayed the neem, the neem itself was too intense for the seedling, you have a Mg defiency and/or overwatered. Or all the above.
