I'm confused, are you saying that the top buds growth is a response bc the lower buds are not getting enough light and these top buds wont fully develop or the lower buds are robbing the top buds and will prevent the top from producing buds?For a first grow congrats. I killed my first plant.
Ok not enough light. From the top of the plant down to about 15 inches the light is strong enough to give you buds. What you are seeing is the flowering response setting up new flower that will not produce but WILL rob nutes and energy from your top buds. It is normal practice to top a plant and train it to level the canopy for yields. This has not been done.
Pretty much the only option is to try carefully to bend your main stem over and then lower your light towards the plant. Then any new growth more than 15 inches below the tops should be pulled to get the balance of the flowers to grow.

yes, ty, this is kinda of what I was going to follow up with, seems like i should just chop the lower branches and let the top grow. on another note, I think i can move the plant over and lower the light and rotate the light so its shining from the side to give the whole plant light again, would this work as well, or would the best and most beginner friendly just be to chop the lower branches. Yes, I'm also growing strawberries, and pink blue berries which are on shelves to the right hand side. I've been support the top with a string attached to a shelf as its already bending, maybe i just untie it and let it bend naturally??? I'll post a new photo, in a min after i adjust.I can visualize and draw better than explain sometimes but I think this the best way to get light to the whole plant without taking anything off. There's so few fan leaves you won't have a problem getting light into the bottom of the plant. But you do need to bend the top over carefully to lower the light.
Also looks like you're using part of the light for other plants right?

Get one of them huge lights that can fill a 4x4 area and you won't have any more problems. Light is the answer to your problem. The more the merrier. Cannabis likes a lot of it.

its a photoperiod plant.The removal of the bottom stuff to help the top get all the goodies and grow big should happen before the flowers really set. It also runs the risk of stressing the plant into making it's own nutsacks. As far along as you are the effect will be minimal on the top and you're gonna loose perfectly acceptable flower. Even your lowest branches look like they have nice little nugs on the end already.
The name of the game now is to get as much light to as much of the plant you can.
Is it an auto or a photoperiod?

Excellent. I would avoid doing anything that stresses it from here on out like defoliation etc.its a photoperiod plant.
