Not sure but i think it is pumice.if you had perlite you could weigh it as perlite is lighter than pumice...
Looks used, color looks like it’s been in soil and soil imbedded in the pores.Might be a lower grade of Perlite. Hard to say. It does look a little off. Crush some up and see if the powder is white. Maybe it’s just dirty.

That looks exactly like used/dirty perlite. I wouldn't worry too much. Rinse it as best as you can maybe with a light solution of peroxide to kill any bacteria that may be lingering, and grow on.
