Yours looks more like your plant is throwing off a few late flower white pistils. It's common in cookies and some skunk cultivars (and probably others). Technically is fox tailing, but in this case it's more of a signal from your plant that its about done than something you should be concerned about. If you haven't been checking trichomes yet, its time. Are you able to post magnified trichome pictures? If you can, you can easily compare yours with @LoveGrowingIt's trichome chart he posted.
