On week 13, week 8 of flower can’t tell if she’s ready still white hairs all over the place not just at the top I have a second one next to it that’s behind and hasn’t bulked yet same age

I wouldn't chop it yet. I'm looking for at least 10% amber trichomes on the buds, not the sugar leaves. Once the bud trikes are all at least cloudy, you've reached max THC and it becomes a matter of preference. Earlier is a headier high; later is more mellow/body high.

Looks to still be some clear trichs in the second video.

You are always going to have some clear trichomes, no matter how long you wait.
As long as you have a majority of milky, and you are seeing some amber trich's scattered throughout, you'll be fine.
