More leaves less buds defoliat?

Hello all. First post
I have a few plants. One is much fuller than the other two. The fuller plant has MUCH less buds forming. I'm wondering if I should defoliat it a bit to help force the buds. They are the same strain and everything is exactly equal ferts dirt etc.
Could it just be a late bloomer and I should leave it alone or defoliat? About 2 week in flower and using a 1-2-1 ratio fert
Otherwise plants look great!!

I guess I'll leave it alone and hope it catches up. Seems strange the best/fullest plant has the least buds

Almost every plant will have a slightly different flower time. Even phenotypes of the same strain sometimes if its Mom was randy in the fall but Dad was horny in august. Just like human siblings, they dont always develop at the same rate.
