Not sure why, but maybe they weren’t ready to be put into flower at 1 month from seed and are just taking longer. I wouldn’t add bloom yet as they aren’t and I’m pretty sure those bottles say never use all three at the same time. It’s one or two at a time.

Agree. Plants were still immature at flip and i have seen plants like this flower as late as week 5 in my room.

You can bend down the taller ones to equal the shorter ones and the side branches will grow up and make a bush with more tops.

This is good advice right here. Stick to normal light schedules until you get them dialed in then start playing with DLI

Do you have any access to a light meter? I see a lot of stretching in the ones way from your LED light bars.

Hi, so if I have this right your plants are 7 weeks old from seed?
The first 4 weeks in veg what was your lights on cycle?
Just to make sure we're on the same page, your lights are on for 10 & off for 14 right now?
Have you moved those lights up or down through their life?
The leaves look heat exhausted and maybe low humidity. ( just a guess).
Have you been plucking leaves off? To have only 16 leaves on a plant that tall is new to me.
Are you sure its not Hemp?

I also believe that lack of light is your problem. I'm not sure if those plants will flower properly under those weak bulbs, you need more light. You can see by the stretch & the thin, sparse growth they're already struggling as it is

Also looks like a sativa which often takes longer to begin to flower; combine that with the low light & you might have to wait awhile longer for them to start to bloom

If you're open to suggestions hang a 315 CMH light, take cuttings from those plants or start new seeds and you'll probably catch up before long, good luck!
