It is what it is, drowning is cruelty. I'm not defining all of this. And if you can't get a proper shot off in a small, confined area, then it's best to let someone else do it. I'm sure the animal doesn't want to get shot either. There are ways to hold it still (another person with a restraining collar), or possibly sedating it to the point of stillness.
Those are literally acceptable, real world solutions. It's called getting a friend or neighbor. Where did I propose to hold it in your hands?Sedation?
