Spots/nute deficiency on leave?

Was hoping someone could tell me what these spots on my leaves mean. Not really sure what they are and they have recently become more prevalent. I figured it was insects causing it so I’ve been spraying with neem oil once a week but it does not seem to help. What should I do to prevent this from happening as it’s starting to work its way up my plant.

Plant just started to flower so I gave it one feeding of MOAB 0-52-32. Thinking about giving calmag too but haven’t done that throughout the plants life.

To me it looks like water spots, not bugs or a deficiency. Unless it gets substaintially worse, I wouldn't spend too much time worrying about it (or treating it).
 
UPDATE: I tried adding more nitrogen since I read that it could be a nitrogen deficiency this early in flowering but it’s been a bit over a week and leaves are still turning yellow and crispy. This is an outdoor photo plant and the plant is drinking tons of water at this point that I’m typically feeding every 3 days as of now. Pics below are from today with yellowing leaves near the bottom to middle of the plant.
