They are usually 5000k. Not optimal for growing. From what I've seen, they are around 100w. Generic leds, generic drivers, and usually some sort of defused lens or cover.

If cheap is what you're looking for, just use dollar store led bulbs. At least you can get those in 3k.

You can get top of the line samsung lm301 fixtures with mean well drivers for less than a dollar a watt if you look around.

Basically, no. It's not worth using.
You can, but it's not what you want optimally and they arent cheap compared to other better options.

Not really sure on the products you are referring to but some of the LED street lights are thousands of dollars a piece and are fully waterproof. Probably would be okay for growing but I doubt your town would be cool with a few missing.
