According to the directions it can be applied up to 1 day before harvest for strawberries and that is what cannabis is closest to so I say you are good to go.
Here is all the info you could need on the subject...

Would never use it in late flower, Unless you plan on washing your fruits.

Neem woorks very well against thrips. Be certain to soak the top soil too when ya spray. Some times I blasted them out of mid air too seems the adults tried to run! ha ha

I use pure neem straight from india at 1teaspoon gallon few drops dawn reg dish soap n about 1/4 cc superthrive warm water on all my work once a week usually until last two weeks of flushin or ripenin if I have no problems n more often if I do. Its great for fungus n weird blights too. No a lil superthrive in the mix doesn't slow bud growth cause stretch none of that it helps stress n healing a lot though. Occasionally I've had PM outbreaks I just use green cure weekly in between neem n its gone soon no issue. Now the corn borers have driven me nuts I'm hopin this monterey helps me. Biggest outside challenge for me besides hail.

I have had thrips for 4 years...got rid of em a few times with some drastic weapons but they fly all over hiding in cracks and are all over outside so they usually come right back. Montery garden spray (spinosad) is slightly effective I have tried neem, spinosad, no pest strips, azatrol, pyrtheum bombs, mosquitoe dunks, nematodes, ladybugs, gnatrol sand on top of pots etc etc. but they are always there. Seems trying to battle them does more harm than just letting them be. For the last year I have done nothing and they dont seem to effect quality or yield or slow the plant down in any way but they drive you nuts when you see them buzzing around. Its not easy to get rid of them on a perpetual cycle. Think ia may have bred some super mutant thrips....they live happily right on a no pest strip when house flys and spiders drop dead 5ft from the same no pest strip...hate those bastards
