What could be possible causes of this?

Hey y’all I’m wondering what are the possible causes of these holes/burn?
They start out on the new growth and burn marks/brown spots then as the leaf grows out they become holes and grow out with the leaf. Leaves don’t seem to mind and grow big and stay green….at first glance you’d think insects and maybe it is but it’s the same on all my plants and starts/progress's the same…

These are outside photoperiod plants
Grown in FFOF
All plants having same issues

Do you do any pest management? I’m guessing no.

The only thing you can really do outside with pests is Neem oil or planting a tastier plant nearby to draw their attention. Feed the microbes in the soil and give your plant some silica to strengthen it against pests.

With luck it will outgrow any damage caused and shrug it off.

I’ve sprayed them twice with neem, last was Saturday they were sprayed with Thuricide (BT) last night… this has been an ongoing issue for 3 weeks…
