What did I do wrong are these stunted ?

New to indoor one haven’t grown in 20 years -started a few BIG BUD strain seeds and seeem to be having a lot of undergrowth which I don’t see on others -my son messed up timer early in life of seedling it is now a month half old and seems stunted I did too a few but wondering if these are going to be ok -I have been giving it .5 of gen hydro mix water every other feeding wet to dry - also I plan to put these outdoors as soon as warm enough here in New England any insight lmk -using a 100 wat led mars withturned lowest setting

Transplant ASAP, they’re root bound

needs transplant and severely overwatered, too frequently!!
might be a goner really, ya you can get it to bounce back, should be 3-4 times that size by now.
