Anything which is chemically inert (ie, living stuff doesn't live in it/feed on it) that is non-toxic to the plant is good.
Now don't do this until you do some research as I'm unsure of its toxicity to plants--but my first thought when I think of something which fits the bill I've outlined above is petroleum jelly. A big glob of it lasts a good while, doesn't run off with water, and won't support biological growth. Now if something is already infected, its fairly useless--but if there are no toxicity issues it seems to me a good idea.
