When to transplant these seedlings

It's been about a week since sprouting and these seedlings are in very small starter pots only a few inches wide about same size as solo cups. When is the best time to transplant them into a bigger intermediary pot? I keep reading conflicting info. Some say transplant when the leaves are wider than the pot, which they already are. I can also see some roots at bottom of pots.... Thanks

makesure to get all the medium wet when watering.. your probably about a week or two away from transplanting..

I'm not sure yet.. But the final pots are only 9 litre

easiest is probably a regular or large size solo cup which you can put holes in button and lower sides..

Yeah... like Nick saying...What Medium? Is there holes in the cups? Basically you want to transplant when the plant looks strong enough...which maybe a week or 2 away from.
