California Legalization Initiative Begins Signature Drive in May

The campaign behind the California Cannabis Hemp and Health Initiative, which would explicitly legalize cannabis for

adults 21 and older, will begin collecting signatures in May, attempting to put their initiative to a vote of the people in 2014.
The measure is also known as the Jack Herer initiative, based on his attempts to get a similar initiative on the ballot before he passed away in 2010. In addition, it was one of multiple measures vying for the 2012 ballot in California.
In hopes of taking advantage of the movement’s increased momentum after the passage of Amendment 64 and Initiative 502 this past November, those behind the initiative are working to get the cannabis community behind it early. The measure, although it faces some political challenges, is likely to appease most legalization advocates.

Here’s a breakdown of what this measure would do:
  • Legalizes possession
  • Legalizes home-growing
  • Legalizes industrial hemp
  • Removes cannabis as a controlled substance under state law
  • Directs the legislature to setup regulations for retail cannabis sales
  • Sets a maximum tax of $10 per ounce, and $2 per gram for legal retail cannabis
  • Sets a maximum licensing fee of $1,000 for businesses and retail growers – those growing at home for personal consumption wouldn’t be subject to such a tax.
  • Declares that “No California law enforcement personnel or funds shall be used to assist or aid and abet in the enforcement of Federal cannabis hemp marijuana laws involving acts that are hereby no longer illegal in the State of California”, and declares it an illegal misdemeanor for a state official to not follow this provision.
  • Sets the possession and grow limit for personal use at 12 pounds, and 99 plants, per adult, per year.

Whilst this is an AWESOME bill written by an AWESOME dude.... I predict it will not pass. It's still too liberal of an idea, even for liberal Cali.

It did pass in Colorado. This state is nowhere near as uniformly liberal as many would have us believe; Colorado Springs, for example, is one of the most conservative enclaves anywhere, with multiple military bases, the Air Force Academy, headquarters of Focus on the Family, etc, etc. This is the city who asked residents to prune the parks, while they laid off city employees. It did not go well, lol!

But it passed... by like ten votes. Bipolar el paso county. This looks like a good bill for Cali, for everyone but those who already depend on their farming skills to make ends meet. Funny how all these folks are flocking to Colorado to grow herb, while many of the old 'heads will be forced to relocate operations to non-legal states in order to continue to profit. If we are stupid about legalization, the entire 'legal' cannabis industry will be corn holed by Monsanto. Pun slightly intended. You can bet big tobacco still has the funds to exploit the industry as well. We desperately need these Nazi corporations out of our politicians' pockets.

Cali isn't liberal, it's a red state through and through. Remember, we passed Proposition 8 with minorities being some of the heaviest voting contingents.

This state has voted Democratic sense 1992 and the individuals elected to run this state are severe left wing lunatics whose priorities are making money, because they spend it too fast, tax increase here, tax increase there. My opinion, it's success is slightly possible but the government will want to collect more money from the industry.....or the back end..

Liberty scares old people. And this one is so wide-open the fear-mongers will have a field day with it. I'll support it, but there are not enough provisions (i.e. compromises) to quell the reefer-madness fears of soccer moms and senior citizens.

I agree,The dispensaries and canna DRs. are full of senior citizens around me.If you think there are alot of gays "in the closet" just wait until all the potsmokers come out!

IF This does pass, and anyone has space in their back yard or somewhere i could build a small self-sustaining house, lemme know i'll pay upfront in bud and cash or hash and cash or you can take the all herb deal; either way it would be a green deal for all of us.....take it easy
