what bulbs would you buy today for best value?

I am looking to build a mini grow room, including light fixtures I can raise as needed. What vendors have the best bulb prices, and which bulbs give a good value when you include initial cost, hours, and electricity? Prices seem to change based on my memories from March. THANKS!!
