The United Nations Office on Drugs and Crime (UNDOC) ...they cover Drug Prevention, Organized Crime, Crime Prevention, etc; the Good Will People of course.

I would imagine this information came from their own Commission on Narcotic Drugs; I read somewhere that it's the governing body of UNDOC.
