Ive never seen it actively snow below -30 all the moisture is frozen out of the air. Closest ive seen is when it gets so cold co2 starts to freeze put of the air and it kinda looks like snow. Has to do with the relationship between temp and how much air the water can hold. Less the lower you go so less likely for snow. At absolute zero the probability of snow is 0
