I think I see what you are seeing.
That blurry shot may show a ball on a stalk, but too early or too blurry for me to tell.

The last time i had a plant growing shoots where preflowers should be was a girl. But she turned shemale on me later in flower.

Neither.
Those are not a pre-flowers, they will become branches.
Quite rapidly if you nip the terminal tuft. :)
You should not be seeing pre-flowers until the plant signals that she is ready to flower by switching from opposite branching to alternate branching.

As you can see, noding is perfectly symmetrical and there are preflowers.
