Would You Treat Sunshine Mix #4 As Hydro Or Soil?

I want to be on top of my watering this time around and using sunshine mix#4, do I want my ph for hydro or soil? I've googled and getting mixed answers. Thanks

Check both to avoid issues to start. Add perlite or grow stones to substrate to improve drainage and improve nutrition uptake. SOIL
If tap water is treated ( fluoride ect...) do not use! Try bottled or better yet distilled, captured rain water.

Ok so treat as soil for ph. And no I'm not using tap, I'm buying RO or spring water, ph adjusted. My tap water reads 8.0 ph and the ppm is over 600
