You absolutely can, I personally would want 8-12 bulbs if I were to do that. It may not be the most efficient, watt for watt, but they're very forgiving as far as heat and spacing.
A CMH or standard halide would give you more compact, robust growth. However, they bring their own limitations with heat and necessary distance from canopy.

I’m using 600mh the now nd the growth is mental but it’s setting me back about 10 a day in electric so thinking save the hps for flower nd get some t5 for veg, does it need to be an actual grow light or can I go to my nearest hardware shop nd get some?
 
The fixture is all the same, but I would definitely invest in appropriate bulbs. They may survive under white light, but I wouldn't expect them to thrive. A 4ft t5 bulb draws 54 watts, so with 12 bulbs you'll be right back up to that 600 watt range.

Just had a look online so would a 4ft 8bulb fixture cover 4 plants in 4x4 during veg?
Then under the 600w hps for flower
That 4ft fixture draws around 342w
Should that be fine for a couple of plants before flower?
 
Absolutely. Just be diligent, if they get too big you'll see some serious shading past the footprint of the fixture. Rotate them every day or so, they'll be uniform and happy.

I'm using 4 t8's and 1 t5 - 4ft I want to upgrade to this light. In a small room mine is 5x4 sq I think 8 tubes is over kill.I've used t8's for years but t5's are the way to go

You’ve all helped massively I’ve settled for a 4ft 4bulb
Currently costing 300 a month in electric using my 2 600w hps
Only have them on 2 plants (1each) should save some money
