Low THC and weird smell to buds?

This has been my second grow. 3 photo period white widows the first time and 3 autos this time.
First grow had extremely low thc. No buzz.
It was grown in soil coco perelite mix.
When i harvested i never noticed any root problems in the soil. Might have been dark.
This harvest was grown in a hybrid container for media on top with bottom roots hanging in water. Fed good nutes on both.
This one had obvious root rot on all 3. Only had signs on 1 plant.
Have tried this batch and same results.
Weird smell to bud and low thc.
I am thinking the soil i have is infected.
The only 2 things i used on both grows was the soil and water. Everything else was different.
Anyone have any ideas?

not much info to go on but cold wet rootzone would be my first thought.... or bugs
