This is week 3 of flowering. I noticed some fan leaves browning and withering. Is if safe to cut them off during this stage or should I leave them? Also what can I do about fungus gnats?

If you take too many you will stress the plant. This can cause hermies, especially with hermie prone strains.

I believe nature knows best. Leaves are solar panels. If the plant didn’t need them they would wither and die.

Is it ok to cut off any other leaves during flowering. I have some sites at the bottom that aren’t getting much light bcuz the leaves are in the way. Should I trim?
My plants tend to be bare down there, waxed n' ready. It's a gradual thing that I start during veg. You can stress a plant into becoming a hermie if you over prune at any one time, but that hasn't happened to me in a long time.

I usually remove any fan leaves that are brown, yellow or otherwise f****d up, I leave all the healthy green ones alone. I do this throughout the flowering stage.

No I'd only take off dead or dying / mangled leaves. You really only need to do that if you're limited in space and have too many leaves blocking light to the rest of your plant. Scrogging they like to do that to fill up the room with bud, not leaf. If you have light and space let it grow and only take off leaves blocking bud sites if you need to. I spin my plants 1/4 turn a day to let light to all the plant. Your plant is fairly sparse and has lots of space between the nodes. I'd leave her alone IMHO

Yes, people take off lil sucker branches at the very bottom of the plant so energy is not wasted on bullshit fluff.

Be careful defoliating, IMO don't take off more than 5-10% of foliage.
