Yes. As it's sitting in the basket. Same as in the pic with different substrate.

I mean to say, the cube is only 2 3/4 " submerged.

Cube should not be in standing water. I soak mine in water and get them fully saturated, then squeeze them out just enough that they don't drip when you hold them without squeezing. (If that makes sense?)

I would get all the water out of there that you can without damaging the sprout.

Water level should be below whatever the "substrate is.

Top feed until the roots reach the water the let them alone

Rockwool should be damp, not waterlogged. There should be no direct water contact with the rockwool. The waterline should be just below the bottom of the basket.
